The climate crisis has exacerbated inequalities and is one of the most pressing challenges of our time with grave effects for people’s human rights. The global nature of the crisis has meant impacts for everyone, but has greater impacts for some regions, countries and communities more than others. The Asia-Pacific region has been noted as one of the most vulnerable regions to climate change, the impacts of which are predicted to worsen over the coming years. The increased frequency of climate events attributable to climate change will further stress different aspects of political, social and economic systems with direct impacts on the human rights of affected peoples. Young people today are more likely to face a worsening climate in their lifetimes, which has an impact on the enjoyments of their rights.
In the recent past, we are witnessing increased interest, engagement, and activism by young people towards the climate agenda. Through climate strikes, young people call for governments and other relevant stakeholders to take collective actions on climate change. With this context in mind, it is important to engage the voices of young people and identify actionable initiatives to lay the foundation for ambitious climate actions. Meanwhile, governments are also increasing their climate ambitions and programmes to engage and empower youth during these processes. Young people, with the impetus of the recognition of the right to a clean, healthy and sustainable environment, are standing up for the rights of present and future generations to a clean, healthy and sustainable environment, and other human rights affected by the planetary crises.
With this context, Regional Youth Empowerment Portfolio intends to engage a Communications Analyst to develop and implement communications campaigns and activities to support youth empowerment in climate action, climate governance and leaving no youth behind.
The YECAP Communications Analyst will report to the Regional Youth and Civil Society Specialist with close collaboration with BRH Programme Management Unit and with the Global Policy Network, UNDP country offices, and other key parties. The success of the project depends on the timely delivery of each component. The Project Manager should ensure timely identification of potential risks and signal any delays in deliverables.
- Implementation Support: Coordinating communications and media activities, tasks and strategies of and related to the YECAP programme with the Communications teams of UNDP Country Offices, UNDP Asia-Pacific, and HQ to ensure that the communications produced are aligned with the Regional Programme objectives and contribute strategically to other regional efforts
- Finalize YECAP Communication Strategy and workplan: The Final YECAP Communication Strategy should include but not limited to, best practices, challenges, recommendations, and prospects in YECAP communications.
Develop a Workplan for Implementing the communication strategy 2024-2026, supporting team members to achieve various components of the strategy, regular monitoring of progress and updating project team and donors. The key outputs include the following:
- Communication products: Producing newsletters, social media content, publications, infographics, videos and related contents at Regional and Country Office level, as well as providing advisory support to national communications strategies. Ensuring political and programmatic sensitivities are taken into consideration in all communication activities.
- Content to help increase visibility of YECAP: Writing press releases, op-eds, human interest stories, photo stories and other relevant communications materials to be showcased in high-profile media outlets (e.g., Bloomberg, NY Times, Guardian, SCMP, etc.)
- Communication Campaigns to support UNDP country offices for national youth communication activities: Finalizing press releases, briefing notes for senior management, blogs/impact stories and relevant communication materials and developing national media partnerships and publishing content related to YECAP including internal partners within United nations and convening partners such as YOUNGO, British Council, etc.
- Draft talking points and strategic positioning requests for UNDP Senior Management (events, national dialogues, research, etc.), write blogs for the YECAP and UNDP websites and internal and external social media platforms
Support to the UNDP Regional Youth Empowerment Portfolio:
- Coordinate communications and media activities, tasks and strategies of and related to the Youth and Governance and Leaving No One Behind with Communications teams of Regional Youth Empowerment Portfolio, UNDP Asia-Pacific and HQ to ensure that the communications produced are aligned with the Regional Programme objectives and contributing strategically to other regional efforts.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
- An advanced university degree (Master's degree or equivalent) in media and communications, development studies, social sciences or any other related field is required.
- A first-level university degree (Bachelor’s degree) in media and communications, development studies, social sciences or any other related field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant experience in developing communication strategies and campaigns (including monitoring and evaluation of these campaigns).
- Prior experience in development agencies is an asset.
- Strong partnership background (working with various stakeholders for communication activities);
- Working knowledge on communication products, writing standards and terminology of development organizations and/or private sector;
- Experience in Asia-Pacific region is required.
- Experience working in youth empowerment related work will be an added benefit.
- Experience and understanding of youth socio-economic empowerment and Leaving No One Behind principles, including in the Asia-Pacific context would be desirable;
- Ability to work with diverse teams across different countries and offices would be an asset;
- Ability to work independently would be desirable;
- Strong presentation skills would be a distinct advantage;
- Ability to work under pressure and meet targets in a tight deadline
- Fluency in English is required.
