• Create/generate routine HSE and EIA reports to management and related parties as required by the laws and/or regulations.
• Assist in development of HSE and EIA budget, monitor and control costs within approved budget to meet plant objectives.
• Responsible for company quality system, such as ISO9001, ISO14001 or ISO18001 as required by the company. Responsible for corporate risk management matters and requirements.
• Provide good cooperation to other employees or departments.
• Communicating and making relationships with government and regulatory agencies..
• Job Qualifications.
• Bachelor's degree in Health Safety and Environment or related fields.
• Minimum 7 years experience in Safety Management and Occupational Health System, with minimum 3 years managerial level in leading multi sites simultaneously.
• Knowledge of environmental impact assessment (EIA), HSE management system and HSE Law.
• Experience of advanced incident investigation and prevention and managing positive changes in HSE performance.
• Ability to control safety in the existing plant and construction tasks.
• Strong leadership skills and excellent communication skills.
• Workplace is in Ratchaburi.
• Good command in English (Minimum 500 TOEIC score).

• Ensure that all Safety, Occupational health and Environment at work management related activities are implement in compliance with Shell HSE Framework, BS OHSAS/ TISI 18001 standard, process safety management and Thai Law.
• Leading Area Production Unit (APU) Safety management program implementation improvement through sharing and facilitating best practices with other plants and by creating best means and/or channels for communications to serve this purpose.
• Create activities to promote safety awareness and safety campaign e.g. monthly safety activities, safety newsletters, safety day for both staff and contractors, etc.
• Coordinate with Area Production Unit, Engineering and Project to provide safety support in Shutdown and Start-up planning/activities.
• Participant in Area Production Unit (APU) Meeting to discuss on all Safety, Occupational Health and Environment at work activities to ensure that all areas are operating safely and to meet the refinery KPI ( TRCF, LTIF, Fire, LOPC and other Process Safety Indicators).
• Leading safety risk assessment (comply with BS OHSAS/TISI 18001) to ensure risk is well manage and prepare documentation to report to the MOI as mandatory for permit revalidation.
• Conduct audit, Identify and monitor/working environment, and audit of compliance to reduce potential risk on Safety, Occupational Health, and Environment at work and advise recommendation to correct and improve as needed.
